Minnesota Deer Harvest Declines

According to the Minnesota Department of Natural Resources (DNR), lower deer populations and a windy first weekend of the firearms season resulted in Minnesota's deer harvest dropping 7 percent in 2011.
Minnesota hunters harvested 192,300 deer during the 2011 season, a drop of 15,000 from the 207,000 deer harvested in 2010.

If one could win a lottery. What has been described as the finest-condition Colt Paterson revolver sold for a phenomenal $977,500.00 at the September 2011 Creg Martin Auction in Dallas, Texas.
The catalog listed it as "an exceptional rare and fine ivory-ripped Texas or Holster Model No. 5." It set a record price for a single firearm sold at auction.

Glock recently donated $2 million to the national Law Enforcement Officers Memorial Fund. The money will assist in the development of an interactive exhibit called the History Beat at the National Law Enforcement Museum - currently under construction in Washington, DC. The museum is being built
adjacent to the National Law Enforcement Museum in the Judiciary Square neighborhood, and the planned History Beat exhibit will feature artifacts that illustrate law enforcement's rich history.

LEVER-ACTION: A gun mechanism activated by manual operation of a lever.

MACHINE PISTOL: Common European terminology for a submachine gun.

SUBMACHINE GUN: An automatic firearm commonly firing pistol ammunition intended for close-range combat.

ASSAULT WEAPON: Any weapon used in an assault. Webster defines it as "an instrument of offensive or defensive combat." Thus an automobile, baseball bat, bottle, chair, firearm, fist, pen knife or shovel is a "weapon", if so used.

A Firearm Quick-Reference Glossary

Firearms terms can be a contentious topic, but things really get skewed by ignorance or deliberation when guns appear on the TV tube or in the headlines.

ACTION: The working mechanism of a firearm. Various types exist, including single-shots, multi-barrels, revolvers, slide or pump actions, lever-actions, bolt actions, semi-automatics and automatics.

BRASS: A synonym for expended metallic cartridge cases.

CARTRIDGE: A single, complete round of ammunition.

When you knock down a pheasant, quail, grouse, or woodcock in thick cover, walk quickly to the place where you think it came down. Then search from 10 to 40 feet beyond that place. The momentum of a flying bird generally carries it farther through the air than you expected.

Cold Water Facts...

**Hypothermia means losing heat faster than your body can produce it.
**For most of the year, water in Minnesota lakes is cold enough to kill you.
**Alcohol doesn't make you warmer, but it does impair balance, coordination and judgment.
**Hypothermia kills by eliminating your ability to swim and stay afloat.
**Hypothermia symptoms include continual shivering, numbness, poor coordination, slurred speech and personality changes.
**A strong swimmer has only about a 50/50 chance of reaching shore one-half mile away in 50 degree water.
**Most hypothermia deaths involve non-PFD wearing victims who had no intention of entering the water.

Sighting in 2011

Young and old get a turn.

Time for a donut and a cup of coffee before the next group.

Spotting scopes are necessary.

Again, due to the shortage of help, it was decided to hold "sighting in days" on just one weekend,
instead of two. Over fifty rifles come out to use the range October 29 and 30. The weather was
nice and everything went well. Workers got grilled hamburgers.

Repeat Club members who were out to assist were: Bill Hammond, Jim Richards, Dick Klinzing,
Bob Spoke, Bernie Stahl, J.D. Stainbrook, Lathan Houghton, Ken Schlueter, Gene Dessellier, John Nicholas, Dave Youngman, Bob Maki and Phil Markus.

Archery Range

This past summer, the Club rebuilt the Archery Range with a shed to enclose the new
target bales. We will also be able to cover the front during the winter time period. There was a lot of use this fall. Although signs have been posted NOT to shoot
broadheads, there has been one or two individuals who cannot read or assume that the sign
does not apply to them. Broadheads will cut the bale, whereas target arrows will not. If you would like to bring a deer stand and use with the power pole and bring a target deer, that is
what the pole is for.
This was the Clubs 2011 big expense item. Members who worked on this project were:
Bill Hammond, Dave Youngman, John Nicholas, Ken Schlueter, Jim Richards, Bill
Williams and Gene Dessellier.

Federal .45 ACP Ammo

PRODUCT SAFETY WARING

Federal Cartridge Company has issued a product safety warning for certain lots of recently manufactured .45 Auto ammunition that may contain an incorrect propellant charge.

Federal's notice said use of product from these lots may result in firearm damage and possible serious injury.

It warned not to use product from the following lots: 38X628 through 38X765 and 38T401 through 38T414. The warning applies only to those listed lots. If you have in your possession any .45 Auto with the following brand names and part numbers, check to see if your ammunition package contains the above lots: American Eagle (AE45A, AE45N1, or AE45A250), Champion (WM5233), GoldMedal (GM45B), Hi-Shok (45C, 45D) and Federal Personal Defense (C45C, C45D).
If you have any ammunition from these lots, please contact Federal Cartridge at: 800-831-0850 or 800-322-2342 and ask for Product Service. Federal will provide replacement product and will cover the cost of returning the affected product.

Reminton Versa Max Shotgun

Remington has found that a limited number of its VERSA MAX shotguns may have hammers out of specification. This condition may result in inconsistent firearm performance. Inconsistent firearm performance may result in property damage, serious personal injury or death.

If you have a Remington VERSA MAX shotgun, immediately discontinue use of the shotgun and contact Remington at 1-800/243-9700, Prompt #4. Remington will arrange for the return shipment of your VERSA MAX shotgun and, upon receipt, will immediately inspect and retrofit your VERSA MAX shotgun and return it to you at no cost to you. All VERSA MAX shotguns that have the hammer enhancement will contain a 'V' stamped that can be seen by looking in the ejection port or through the carrier.

No other firearms are affected.

Remington 22 Hornet Ammunition

Do not use Remington 22 Hornet 45 Gr PSP ammunition with lot nos. J29EAI, J29EBI, J30EAI, J30EBI or K01JDI.

Remington has determined that five lots of its 22 Hornet 45 Gr PSP ammunition may have improper powder charge weights. The five lot numbers are identified above. Improper powder charge weights may result in a malfunction of the cartridge when the firearm is fired. This malfunction may result in a bullet being lodged in the barrel creating an obstruction. If another round is fired with an obstruction in the barrel, a barrel burst may occur. A barrel burst could result in property damage, serious personal injury or death.

If you have any of the Remington 22 Hornet 45 Gr PSP ammunition, as identified above, immediately discontinue use of this ammunition and contact Remington at the below telephone number. Remington will arrange for the return shipment of your ammunition and, upon receipt will send you replacement ammunition at no cost to you.

ENFORCEMENT gets 21 cents of each dollar, $20.3 million per year which is 61.4 % of budget.
ECOLOGICAL AND WATER RESOURCES gets 4.1 cents of each dollar, $3.9 million per year which is 17.9 % of budget.
BOAT ACCESS gets 2.3 cents of each dollar, $2.2 million per year.

Bushmaster ACR Rifle

Bushmaster Firearms International, LLC, has become aware of a possible firearms performance issue that may develop with a small number of ACR rifles, and we are requesting that you discontinue the use of this rifle immediately and contact us at your earliest convenience so that we can make the necessary arrangements to have the rifle returned to us for inspection and update if necessary.

All Bushmaster-produced ACR rifles are impacted by this notification.

During routine testing, Bushmaster discovered a design flaw, which could result in multiple rounds firing continuously when the trigger is pulled. The unexpected firing of multiple rounds creates a potentially dangerous situation.

Hunters Running into Drug Smugglers

A report from the Government Accountability Office (GAO) found that persons using public lands in the U.S. have a greater risk than ever before of being harmed by armed individuals involved in illegal border activity and marijuana cultivation. "Hunters, hikers, and other members of the public, as well as agency employees, have been shot, shot at, kidnapped, and threatened with violence", said the report. As a result, the GAO said the Bureau of Land Management increased its number of law enforcement officers by about 40 percent since fiscal year 2000, the Forest Service by almost 18 percent during the same period and the Fish and Wildlife Service by about 26 percent since fiscal year 2006. Becoming an Outdoors-Woman in Minnesota is a program which focuses on the teaching of outdoor skills usually associated with hunting, fishing, and other outdoor pursuits. It is designed primarily for woman 18 years of age and older. The B.O.W. program offers activities through half-day clinics and weekend workshops. This program is for you if you meet one of the following:
*You have never tried the activity but would like the opportunity to learn some basic skills of an activity.
*You consider yourself a beginner who hopes to learn the basic skills.
*You consider yourself an intermediate but would like to improve your skills or try your hand at some new activities.
*You consider yourself advanced in outdoor skills and would like to acquire additional techniques.
*You are just looking for the camaraderie of like-minded individuals and an opportunity for a wonderful getaway from the daily stresses.

OHV Restrictions

The Minnesota DNR reminds off-highway vehicle (OHV) owners that restrictions on recreational riding in state forests will be in effect during part of the upcoming firearms deer hunting season beginning Nov 6.
Licensed deer hunters may still use these routes in conjunction with their hunting activity.

Trumpeter Swan Shooting

Reward Offered for Information on Trumpeter Swan Shooting

Four immature trumpeter swans were shot at Brown's Lake, near Warroad, MN, during the youth waterfowl weekend and the ruffed grouse opener that was held Sept 18-19, according to the Minnesota Department of Natural Resources (DNR).
The dead swans were left at the lake, which is located 4 miles southeast of Norris Camp, the headquarters of the Red Lake Wildlife Management Area.
The trumpeter swan is a threatened species and shooting one is considered a gross
misdemeanor.
Anyone with information about the swan shooting should call the Turn in Poachers (TIP) Hotline at 800-652-9093. There is a reward being offered and the person reporting the information may remain anonymous.

Sighting In 2010

The Babbitt Conservation Club, as a community service, will be holding sighting in days at the
Rifle Range on Saturday & Sundays, October 23/24 and 30/31 during the hours of 10:00 am to
5:00 pm. Target, rifle rest and assistance provided at no charge. Donations will be accepted.
All shooters must check in at the Club House. ALL RANGE SAFETY RULES WILL APPLY.

October 2010 Meeting

The Conservation Club will be holding its next business meeting this coming Tuesday, October 12th at 7:00 pm at the rifle range club house. Meeting will begin at 7:00 pm. Meeting is open for members and guests. Sign up for sighting in days will be on the agenda. We need workers. This will probably be the last meeting of the year. One does not have to be a member to help.

On September 19th, the Vermillion Community College used our trap range for 16 students who had signed up for a recreation class. They each got to shot four (4) rounds of trap for a total of 100 shots each. Feed back was the same this year as last year. They had a great time. You could see improvement in each round. Four Club members helped put this day of safe shooting on: Bill Hammond, Dick Klinzing, Jim Richards and Dave Youngman.

The Babbitt Conservation Club as a community service and a boating safety concern, recently purchased five hazard marker buoys that will be placed in the West End of Birch Lake. Pictured is Ron Rykken, owner of Timber Bay Resort with one of the new buoys, who will place the buoys and retrieve them in the fall. These buoys will be placed near underwater rocks and ledges.

Hoppe's No. 9

Back in 1903, chemist Frank A. Hoppe combined nine chemicals and came up with what has to be the most famous, most nostalgic, most recognizable and best-smelling bore solvent ever created. Hoppe's No. 9 - the name even has a pleasant ring to it. Originally called Hoppe's Nitro Powder Solvent No. 9, the aromatic elixar removed the residue left behind by that newfangled stuff called smokeless powder, and if left in the bore long enough, would eventually dissolve copper fouling left in the bore by those equally new jacketed bullets. Over a hundred years later it still is an excellent bore solvent.

Moose Hunt Permits

Minnesota residents who wish to participate in the 2010 moose hunt this fall in northeastern Minnesota must apply by Friday, May 7. 213 permits will be available in 30 zones. Season dates will be Saturday, Oct 2 through Sunday, Oct 17, cost is $310.00 per party of two to four individuals. Hunters may apply at any DNR license agent or at the DNR License Center at 500 Lafayette Road in St. Paul.

Measuring Barrels

In U.S. practice, the length of a barrel includes the chamber, except in the case of revolvers. Some other nations measure only the rifled portion.

To measure a revolver's barrel, place a flat surface against the forcing cone and insert a cleaning rod of the proper diameter until it stops. Mark the rod at the muzzle and then measure between the end of the rod and the mark.

On any other gun, simply insert the rod with the action closed, mark the muzzle point, remove and measure.

It should be noted that for legal purposes, the actual measurement is what counts, not the nominal barrel length listed in a catalog or instruction book.

The 50 and 100 yard ranges have been reopended. The road has dryed enough to support vehicle traffic and you can now drive to the back berm.

But, We had to block access to the 200 yard. It is still to wet and muddy.

Road Closing

Due to the warm weather, the Club is forced to close the road going to the rifle range to cars and trucks until further notice. The road is becoming to soft to support vehicle traffic. Walking is good tho. Mother Nature is sorry for any inconvience.

***Pattern your shotgun in differing weather conditions. High temperatures, humidity and wind can affect how your shotgun shoots.
***Wind can greatly affect your shotgun's point-of-impact. In high winds, it may be necessary to hold off the target to allow shot to drift into your target. Practice shooting in high winds.

***Shoting into a wind can also affect patterns, as it slows shot and can cause premature spreading of the shot column.

HOW TO BUILD A SHOOTING BENCH

John Nicholas, Dick Klinzing and Bill Hammond. Note: If you do this project in January with
the temp at 30 below zero, find a warm work area.

FIRST: Give a lot of thought to project, like do we really want to try this.

SECOND: Study the work plans.

THIRD: Measure, measure and re-measure.

FOURTH: Cut "with supervision."

FIFTH: By George, I think this could work.

If shooters are happy with this model bench, additional benches will be made this coming fall.

Both fish were caught on the same local lake. Top Northern weight was 14 1/8 lb and was 40 inches in length. The bottom Northern went at 18 lbs and was 42 inches in length. Ice fishing can be good.

Remington recently learned from its supplier that its .17 HMR ammunition is unsuitable for use in semi-automatic rifles, and Model 597 .17 HMR semi-automatic rifles are unsuitable for use with any ammunition. Such use could result in property damage or serious personal injury. Remington recommends discontinuing the use of Remington .17 HMR in semi-automatic rifles and discontinuing the use of the Model 597 .17 HMR in all applications.

Te return any Remington .17 HMR ammunition or Model 597 .17 HMR rifle, contact Remington Consumer Service at (800) 243-9700, Prompt No. 3. For each complete box of 50 rounds of Remington .17 HMR ammunition returned, Remington will provide a coupon good for the purchase of any Remington Ammunition at your local dealer.

Ice Survival

A day of enjoyment can quickly turn tragic. Know how to prevent accidents on ice.

1. Never assume the ice is safe.
2. Carefully observe ice conditions.
3. Get local information.
4. Have a safety plan in place; never icefish alone.
5. Follow ice-thickness guidelines:
a. 4 inches or less: Stay off!
b. 4 to 6 inches: Icefishing should be safe. However, carefully observe local conditions.
c. 6 to 10 inches: Snowmobiles and ATV travel is generally considered safe.
d. 10 to 16 inches: Although it is probably best avoided when possible, small cars and pickups can begin to hit the ice.
e. 16-plus inches: Generally safe to mid-size pickups.

Safety Refresher

You hear these every year, but accidents still happen. As a refresher, we offer the following hunter safety tips:

**Always point the muzzle of your firearm in a safe direction.

**Treat every firearm with the same respect you would show a loaded gun.

**Be sure of your target and what is in front of and behind your target.

**Unload and safely store firearms when not in use.

**Handle firearms and ammunition carefully.

**Never climb a fence or tree, or jump a ditch or log with a loaded firearm.

**Carry your firearm safely, keeping the safety on until ready to shoot.

**Never point a firearm at anything you do not want to shoot.

**Don't drink alcohol or take mood-altering drugs before or while handling firearms.

**Be aware of changing weather conditions.

Tree Stands

What goes up must come down, so the key element to safely hunting from a tree stand is coming down, how and when you choose to, not when the law of gravity makes the decision for you. The best precaution from falling is to wear a safety harness from the time you leave the ground until you return. Carefully inspect your stand before using it. Always use a haul line. Don't leave safety up in the air when hunting from a tree stand. The proper use of tree stands, fall-restraint equipment and safety measures will help prevent injury or even death from such falls. Always let others know your exact hunting location and when you plan to return.

Sighting-in Time

Deer season is coming before you are ready. Did your rifle get bumped during the summer? Are you sure that the sights and/or scope are exeactly correct? Now is the time to get out to the range. There is no line. The weather is nice. You can take your time.

One thing to remember tho. We are all sportsmen. If someone is shooting when you get to the range. Ask if you can set up your targets or how long before they are done. Don't try taking over.

Official Club sighting-in days will be the last two weekends in Oct/Nov before the rifle deer season start.

During Take-A-Kid-Hunting Weekend adult residents accompanied by a youth under age 16 may hunt small game without a license, but must comply with open seasons, limits and other regulations. If you don't have a kid of your own, take one of the neighbors. And remember, setting on a log eating peanut butter and jelly sandwiches, it just doesn't get any better than that.

Wild Bill Hickock commonly carried a brace of:

A. Remington 1858s in .44

B. Colt Peacemakers in .44-40

C. Colt 1860 Armys in .44

D. Colt 1851 Navys in .36

Following the Civil War, Hickock received a matching pair of silver-plated .36 Navy revolvers from a wealthy hunter. These were his daily carry pieces. When expecting trouble, he would often carry heavier Dragoon or 1860 models. There is no record of him carrying Remingtons or Peacemakers.

Smith & Wesson recalls certain Model 22A pistols. Smith & Wesson has recalled certain Model 22A rimfire pistols. This recall applies only to 22A pistols manufactured from August 1, 2008 to February 19, 2009. Smith & Wesson has determined that the slides of certain pistols manufactured during the time frame noted may not meet the design specifications. This can create a situation where insufficient head space exists, creating a risk of unintended discharge. The pistols fall within the following serial number range: UBW 0000 - UBW 9999; UBY 0000 - UBY 4104.

Colt's Recall

Colt's has determined that the slide lock safety and/or the recoil spring guide pad in certain Colt model pistols were not manufactured to Colt specifications and must be replaced. All of the Colt models were sold after March 2007. Only the New Agent model needs replacement of both parts. Go Grousin'

This fall could offer the best ruffed grouse hunting since the legendary 1971 and 1989 seasons, when Minnesota hunters harvested 1 million birds. This past springs drumming counts increased 44 percent from spring 2008 in the northeast survey region. The last cycle peak was in 1998.

New Shooting Bench

Blair Holt's Firearm Licensing & Record of Sale Act (H.R. 45)

Correspondence from Minnesota Congressman James Oberstar dated August 21, 2009 regarding the Blair Holt's Firearm Licensing and Record of Sale Act (H.R.45). "This legislation has been introduced in the 111th Congress and has been referred to the House Judiciary Committee. This legislation would prohibit an individual from possessing a firearm unless he or she has been issued a firearm license.
Similar legislation was introduced in the 110th Congress and it was not considered by the House Judiciary Committee. It is unlikely to be considered in the 111th Congress either.
Rest assured that I will continue to oppose efforts to undermine Second Amendment freedoms.

Blind Alleys on the Internet

During World War II, soldiers stuck on troopships or remote bases would often start rumors, just for the sake of seeing how fast a tall tale would get back to them. The Internet is a wonderful tool for gun owners. You can go online and order hundreds of thousands of gun parts and accessories, look up gun manufacturers catalogs, and download reloading data and ballistics tables from your favorite bullet or powder makers. The same goes for range information, hunting tips, firearm history and everything else you can imagine in the world of guns. But there's a price to pay for all this. Part of that price is that misinformation travels just as fast as the truth. A good example is S.B. 2099, a bill that would supposedly require you to report all your guns on your income tax return every April 15. Like many rumors, there's only a small grain of truth in this one. It turns out someone's recycling an old alert that wasn't even accurate when it was new. There actually was a bill called S.2099 that would have taxed handguns - nine ears ago. It disappeared without any action by the Senate.

And now for the ammunition shortage. We all know that ammunition's been getting more expensive, and lately some calibers can be hard to find at any price. Naturally, according to the Internet buzz, there must be a conspiracy. Fortunately, this time fiction is stranger than truth. Ammunition is scarce because - Suprise! - people are buying a lot of it. Far from cutting back, manufacturers are running three shifts a day to keep up with demand. Eventually, things may get back to normal. But in the meantime, the only place busier than the ammo factories is the rumor mill.

Puppy Training

Carol has graciously been donating her time and experience in training and handling dogs to help local hunters give their young retrievers key obedience and field training before the September 19th grouse opener. Either-Sex Deer Permits

Minnesota hunters who hope to harvest an anterless deer this fall will want to review 2009 regulations prior to Sept 10, the deadline to apply for an either-sex permit.
That's because over-the-counter, either-sex permits will be valid in significantly fewer areas this hunting season, especially in portions of Northern and Southwester Minnesota.
Detailed information about deer season licenses and permit requirements is in the 2009 Minnesota Hunting and Trapping Regulations and on the DNR Web Site.

Senator Klobuchar responds

Shortly after the post, a response was received from Senator Klobuchar via e-mail. We feel her letter should be read in its complete form.

"Thank you for sharing your thoughts on gun ownership. I appreciate having the benefit of your comments on this important issue.
I believe that the Second Amendment gives American citizens the right to own guns for collection, protection and sport. This right is an important part of our shared history and heritage, and should be protected. With that in mind, I supported the recent Heller Supreme Court decision which upheld an individual's right to bear arms. And, as the former chief prosecutor of Minnesota's largest county, I have worked to enforce the gun laws already on the books.
As you know, an amendment was offered to the recent Department of Defense Authorization bill to allow citizens of any state with a concealed carry law to possess a firearm in any other state with a concealed carry law, regardless of whether the permit criteria were similar. While I have supported other gun ownership legislation in the past, including the recent vote to extend concealed carry laws to national parks, I was concerned that this one proposal would have undercut states' rights.
We worked hard to develop standards to allow law abiding citizens in Minnesota to carry weapons. Minnesota currently has reciprocal arrangements with 15 other states so that individuals with permits from those states can legally carry concealed weapons in Minnesota; in most cases, the agreements also allow Minnesota residents reciprocal rights to possess weapons in other states. In determining which states' permits ought to be accepted in Minnesota, our state Department of Public Safety considers several factors. I believe that our state is making good, informed decisions about the states with which we ought to have reciprocity. This is not a decision that the federal government ought to make for Minnesota.
While we may disagree on this amendment, I understand your concerns. I hope you understand that my decision was based solely on the principle of states' rights. I respect your views and will keep them in mind as the Senate considers gun ownership issues in the future.
Again, thank you for taking the time to contact me. One of the most important parts of my job is listening to what the people of Minnesota have to say to me. I am here in our nation's capital to do the public's business and to serve the people of our state. I hope you will contact me again about matters of concern to you.

Senate Vote

On Wednesday, July 22nd, the United States Senate voted on Senate Amendment 1618 and 1390 (National Defense Authorization Act) to allow citizens who have concealed carry permits from the State in which they reside to carry concealed firearms in another state that grants concealed carry permits, if the individual complies with the law of the State.
The Amendment was defeated by two votes.
Minnesota Senators Al Franken and Amy Klobuchar voted against the Amendment.
The Washington DC offices of both Senators were immediately contacted asking why they voted as they did. As of this posting date and time, neither office has replied.

Button Buck

A local cabin owner has had this little button buck hanging around and the other evening while out in the yard, the little buck came right up to him and sniffed his shirt. Trap Range

The Trap Range is now open for the summer. Non-League shooting is every Tuesday beginning at 5:00 pm. The shooting is fun with no pressure and is for beginners and experts alike. As a new feature this year, the Club has available a Remington 870 20 gauge youth model for young beginners. Also, school kids can shoot free. Knowledgeable adults will be happy to instruct the young shooters. So come out and enjoy the fun.
